I don't think that the country ought to be profit-driven, so no, it
shouldn't be run like a business. The government, in fact, is there to
operate the least profitable services for the common welfare. If it
was a for profit business, we'd sell off all the federal lands, stop
public education, drop the interstate highway system...the list goes
on.

There things about the government that you could liken to a non-profit
business, I suppose, but I'm not really sure what all that gets you.
Probably better to just think in terms of trying to establish a well
run government.
