They can. I reported the Archdiocese of Springfield (IL) for violation of 501(c)(3) regs when the Bishop started going on political rants in church and elsewhere. I got a letter a few weeks ago confirming that they were investigating. As the anti-terrorist catch phrase goes...if you see something...say something.
