Actually, years ago I asked a friend why they always have projects near the super wealthy mansions. I was told it was a law that for x amount of $ million plus houses they had to have affordable living for the workers so they didn't have to be bused in. Don't know if its true but I do know for a fact Westchester county has a lot of housing projects. A quick look on google: 50% of the county residents live in Apartment buildings.
