That is not what I've read, of course all of this is through "leaks"
so who knows.

I've read that the emails were not about Petraeus nor flirtations, and
only referenced him once.  Further that Kelley was mad, not
frightened, as she fancied herself as an "ambassador" (rather than
honorary ambassador) and so wanted her FBI friend to find the person
so she could confront her.

The FBI should've never taken the case since there was no crime to
look in to and only did due to the agent's lobbying which, as it turns
out, was because he has a thing for Kelley and we know this because he
sent topless pictures of himself to her.

There is no way this kind of wackjob behavior is engineered - if
there's any manipulation here then it's only due to absolute luck that
all of this other stuff started coming out of the woodwork.

As it is it's far too broad reaching to be have been made up IMO.
