I'm not sure when the change was made, and since I wasn't able to read the article, I am not 100% sure what the change was and it's implications. Though, from the conversation on Slashdot it appears that the change has to do with licensing, perhaps with the intention of containing the runaway fragmentation of the Android phone market that's been accelerating in the past year or so. In short. I don't think they are going to start charging money for the SDK unless you intend on manufacturing a device that runs it or otherwise plan to redistribute it. Even then, I am not sure they will charge money.
