And this is where "freedom from nanny state" meets "personal
responsibility".

I would much rather NOT have specific licensing and law and background
checks. And if you blow it, you pay a stiff penalty.

Unfortunately, we have bipolar law makers and justice systems who lurch
from one extreme to the other, not in sync, and end up with a horrible
patchwork of legal outcomes.
