Pretty sure there also wasn't a public effort to cover up the failures to
respond to the attacks in the past.  

The Feds didn't even make it to the scene of the attack until 18 days later.
Why is that?  

Could it be because the President of Libya (who initially said it was a
terrorist group days before) was made to look like a fool from Rice's
ridiculous story to the public and he was pissed at what our own government
was saying about his inability to respond properly?

Who told Rice to give this false story to the media?  Get that answer and
you may unravel the rest.

But besides that point, why are you comparing random attacks, bombings to an
eight plus hour siege. Every attack, minus when Carter was president and
currently, had an immediate response.
