I think it is better when it is mandated. Especially maternity leave. The entire society benefits in the long run when people are not overworked, and when children have their mother around early in their life.
But yes, profit in the short term will suffer slightly. Instead of making 20 billion the company may make 19.75 billion, which would be unacceptable to some shareholders. Those companies are noted in the US because they are very much exceptions to the rule.
