What would need to be done to make it 'legitimate'?

I am certainly not sure who is to blame - and in some cases, like Katrina,
I think it is unfair to have that blame fall on the President's shoulders.
I get that 'it happened on his watch' and that the President should 'fall
on his sword', etc. But anyone who thinks the President has detailed
knowledge of the SOPs of EVERY government agency is being foolish - so to
blame the president for every gaffe that occurs 'on their watch' is asinine
at best.
