Close but still wrong. Obama spending is compared to his first year in office when the TARP program jacked spending up $800B and the auto bailout brought it closer to $1T. Most of that money was paid back but we need to pretend it wasn't. This way instead of saying spending went up $1 T it only went up a few hundred billion. He's still spending more than any other President
As for the left leaning factcheck: ...spending as a percentage of GDP is running at the highest level since the 1940s, tax revenues are also low by historical standards .
