With HOF being up and down like a Yo-Yo, I've found StackOverflow to be pretty good for questions. But I still check out CFTalk once in a while and even try to answer questions.
I think that what's happening here is what's happening with CF in general. Its a shrinking market. I've mostly moved from doing CF development to working with Javascript, Bootstrap,HTML5 and CSS3.
