A lot of the issue of losing the house has more to do with how the 36
repulican controlled legislatures have gerrymandered their states to ensure
that more republicans are sent to congress than democrats. You want to see
real representation, get the district apportionment out of the hands of
partisan actors and into a neutral or bipartisan third group.
