We can't have some chess geek taking mind altering chemicals.  It might give him an 
unfair advantage over the other chess players.

Personally, I really have no problem with this.  Extracurricular activities such as 
the chess club or academic games should fall under the same scrutiny as sports.  The 
student makes the choice participate in these activities.  Staying clean should be one 
of the requirements.  

My high school, a Catholic seminary, had a policy that allowed the school to test all 
students for drug use.  To attend the school, the student and parents had to agree to 
the policy.  I agreed with it then and I still agree with the policy.
