I think VA issues are local...Hines VA in the Chicago suburbs provides excellent care. There can be long wait times when you make an appointment, but I don't see the issues that people are seeing in Phoenix or other hospitals. I think it has to do more with the local admins than anything at the national level. They do need to have more oversight from the national level to ensure uniform care from hospital to hospital. When I was doing a contract gig in SE IN and had to go to the Cincinnati VA...the care was not as good as Hines and I did have some issues there...including lack of communication between hospitals. I don't see why if I go to one VAMC for care and I have to go to another, whether I move or I am on vacation, or on business, why they cannot just bring up my records and treat me as if I was at my home VAMC. So yes, the VA health system does have issues (as would any hospital system), but I think most of the real problems are local ones rather than systemic ones.
