Sandy Springs is one of the uptight suburban areas around Atlanta, and this law is probably to prevent a sex store from opening someplace that some holy roller city councilperson there didn't want it to open. Something similar to this happens about every 10 years in the Atlanta area but it's always overruled. Don't worry about this poor little lady though, there are plenty of options to buy these toys 5 minutes down the road from Sandy Springs. This is (obviously) a test case against the law.
