For the majority of the law, the full impact won't be seen until the law is
fully implemented for both employee & employer.  The fact that HHS has not
implemented the employer mandate says more to me than "anecdotal reports."

There are other portions of this law that don't bode as well as the impact
to who's paying.  Some of them are temporary and others have more
long-lasting effects.
