No, it increased that much from 2006 to 2012. Obama didn't take office until 2009, so the first three years of increases aren't on him. The FCC under Obama has reduced fraud in the program substantially.
And even still, no proof that this phone program damaged the economy. Just because you don't like it doesn't mean it is a bad idea.
