They actually established that the super soldier serum used on him was a
type of virus that altered his dna in order to continually produce the
enhancement portion of the serum. Basically, a natural enhanced steroid. At
one point he had a complete blood transfusion which made him effectively
human until the serum built back up in his bloodstream.

This powerloss event was basically someone sucking out his blood, which can
lead directly to him getting his powers back after a few issues. I can see
the storyline having him hide the fact that they are coming back to give
Sam a chance in the Captain America role. I can also see race issues
brought up later when he either wants the role back or someone else wants
to give it back to him. Basically, I expect Marvel to use this whole thing
to deal with race, worthiness, the role of Captain America as a
'representative' of America, etc. Expect less powerful foes and more
ideological ones.

But in the end Steve Rogers will be back to his old powers and physique
along with the role of Captain America.
