I think this is just if you use their program to compress video.

In the agreement they state jpeg as a standard, thus they are not trying
to claim any ownership of it. They are just patenting their video
compression that uses Jpeg compression, and the algorithm they produced
to compress the video.

Similar to Photoshop patents.
