true but not funny:

the number of boaters and PWC/jetski operators in the 
Delta east of SanFran injured or killed due to speed, 
incompetence, alcohol, or combinations of the above.

In the entire state in '99, there were a total of 907 
boating accidents, 491 injuries, 42 fatalities. 25% of 
the fatalities were alcohol-related. (State of CA Dept 
of Boating and Waterways.) I read all too often about 
kids or adults who drown because they fall overboard and 
weren't wearing a PFD.

Boats have to be registered, but operators not licensed.
