He has said that it is this administrations policy to seek a regime change in Iraq. He has also said that all possible methods will be researched to see what the best way to reach that goal would be. That's it.
Now personally I do think they have every intention of invading, for many of the reasons listed in that opinion piece. Again that's just what I think.
