It's not a state, thankfully. It gets one delegate in the House of
Representatives, but
 has not voting power. And because it has no Congressional representation,
the residents
 there have no presidential vote, as they do not get an Electoral College
Delegate. D.C. was
 never intended to be a full time residence for the citizens. It also does
not get a star
 on our flag.

  Congress is given the responsibility by the Constitution to administer
D.C. It got some
 crazy notion of self rule several decades ago and the citizens there
subjected us to
 Marion Barry. Who got re-elected after getting video taped smoking crack
with some
 prostitute. "B*tch set me up." The level of corruption in the self-rule
government has
 forced Congress to rescind self-rule and kicked the mayor, and his possee,
to the curb.
