No bet. Unlike other large cities with a network of suburbs, and a very large commuting population, every time a commuter tax has been proposed, its been shot down by congress. What other city council in this country has to have most of the laws they pass ok'd by a congressional committee.
Are DC residents American citizens who reside in a state or not? If not do they reside in a federal territory?
