Yep I do, because that's what the lowest common denominator is.
(Actually it's still 640 X 480, but I have to draw the line somewhere.)

Being this hospital's web Jane of all trades, I need to be able to see
what my users see. So when I'm designing a layout, I dont go too big and
have everyone in the organization horizontally scrolling.  The other
reason is that's our company standard. Not everyone in the hospital has
big monitors, so you get the idea, right?

I stioll like #1, but scale it down a bit to fit a normal sized

I have a 19" monitor at 800X600 and I still had to scroll horizontally
