Yeah Stephen.. Here in Pittsburgh we call that Jaywalking.. well where 
there is a light involved....

Go to downtown anywhere and watch the pigeons and the people wobble 
their rears out in front of you...  and watch them mouth to you, hit me 
I will sue you ... It drives me insane...

Sometimes I want to ride a bicycle instead and when they do that just 
boot a few of them in the head...

Pittsburgh's solution for a while was to randomly at lunch time pull 
walkers over and give them a sub $100 summons for Jaywalking. a summary 
offense where you pay cash for your wrongdoing...
