Right, but I was just pointing out that the big benefit was for the rich. The idea is - give a big benefit to the rich and a smaller one to the middle class and get the masses to vote for you. This is why GW was talking about raising the limit on inheritance tax or eliminating it completely - the benefit is mostly for the wealthy. The law was originally enacted to prevent plutocracy and it would be completely irresponsible to repeal it.
