No. But if they decide to dump it all, the US would suffer from a massive decrease in spending capacity. For most of the second half of the nineties, the US was importing more goods and services as exporting them at a rate of about 1 billion dollar each day. You could consider it a loan from the world, but should realize that it has to be paid back someday.
