I moved this to Community because it's moving really off topic. A 508 compliant page can look good in Lynx, but a page that looks good in Lynx doesn't neccessarily have to follow all the 508 specs. (See: Porpoise/Dolphin argument)
For instance, HTML doesn't require the use of the table scope or ID/Header tags, titled frames, nor a skip navigation link.
