Propoganda?!? Do I have to pull out quotes from the Emperial Foreign Worlds Policy documents? It clearly states in there that the resources of the planet are all that matters and if the sovereign government won't enter into trade deals amicably, then the Empire will use force and even move to overthrow the leadership of that planet, replacing it instead with a government more conducive to providing the Empire with the valuable resources it desires.
Those inspectors are obviously just StormTroopers by another name and Palpatine just wants an excuse to blow people up!
