Well - even with Gator and Bonzi and others it seems (to me) that's it's been more useful than not. Adoption of Flash, PDF, RealPlayer, etc all went up substantially once the installation process was simplified. Unlike the old plug-ins architecture ActiveX can be downloaded, installed, and active on a single page without leaving your content or closing your browser - that's a very important aspect of adoption. Of course it's also abusable... But what isn't?
