I don't believe it's possible for an intelligence agency to account
for every single cell of the hundreds or thousands of deadly plagues
wandering around laboratories, and neither should we expect them to.
It's certainly not possible to wipe out the castor bean plant.
The Bubonic Plague came into existance without the help on humanity,
and it probably still exists in the wild somewhere anyway.

As soon as we expect them too, the governement will step in and
mandate that they are actually tracked, and step in with some
draconian measures that wont actually work. Then you get your false
sense of security, at the price of the liberty that I want.
The irony is that next week you would be ranting about how we have no
freedoms left, and how Bush is a fascist.
