WEll the random fires are easy i just dont want to make my rating tank
enough to get protesters.
What is a good way to get protesters too? I figured i make the tax 20% it
will just make people leave not anything else.

And the police can be used to box in the protestors i've gotten them once
and i put the cops around and it holds them from flowing out farther into
the streets!
