In NY, a problem with the protests was that the city 1.) didn't give the
protesters a permit to march to the U.N.; and 2.) underestimated the amount
of people who would be protesting.

This resulted in a police cordon that prevented many people who wanted to
join the protest from actually reaching the "official" protest site.
Therefore, they wandered around outside the cordon and effectively held
their march to the U.N anyway in just wandering up and down the street
trying to join the protest.

No wonder the reported numbers are wonky.
