This is total crap. There is no justification for this. All they have to do is have the ISP suspend the site.
This reminds me of what the German govt. tried a week or 2 back. They didn't like the content of an American site, so they had the German registrar that the domain was registered with suspend the domain, put it on indefinate hold and then refused to allow the owners to transfer the domain to a different registrar. The site eventually won, thank goodness.
