I don't think it is a waste of time. It's not like they are being taken away from a cure for cancer or anything. This may even keep them from turning Belgian Waffles into Nike Cakes or something.
It clearly shows to the world community that we expect the Iraqis to uphold the conventions. And by implication, that we also intend to uphold the convention. Which after the "enemy combatant/Guantanamo Bay" situation many other nations legitimately wonder about. I always think it helpful when a nation declares what it is _for_, as well as what it is _against_. Will it change anything? Probably not.
