Actually the Chechnyians were ruled by a stalinistic regime that did spit in the face of the surrounding areas. It was even worse after their attempt at separation. Before the second invasion there were regular kidnappings and attacks into the surrounding constituent republics. The Chechyn government also engaged in a campaign of ethnic cleansing.
