I don't know.  I think that military options, so long as they are executed
outside our borders, and not against citizens, need to be secure.  I mean no
matter what we admit we have been carrying out covert operations world wide
since the second world war.  I think adding funding and a proper
administration may even give us better control over these elements than we
have seen in the past with the CIA
