All that's needed is 'real' security, a board of people that can help form and edit the categories, and another board (same one?) that can watch ALL the data coming in from the votes. 1 person, 1 email address, 1 vote. Registration to vote will result in an email being sent to the email address to make sure that the person exists and has the right to vote. Knowledgeable watching of votes.
