No, of course it doesn't say you have a right to drive, of course they
didn't have laws like this at all when the Constitution was written, anybody
was legally allowed to drive their horse and buggy down the road.

The Constitution does not say you do not have the right to drive, but I'm
pretty sure it does say rights not specifically given or restricted are the
responsibility of the states and of the people respectively.

Meaning it is the state that gets to make those rules, and if they don't
then the people get to make those rules.

SO, I am not familiar with the state Constitution of Florida, but I know
that we the government cannot prevent you from anything based on religious
beliefs, so, if it is against your religion to show your face in public, the
government cannot force you to do so, nor can they treat you differently
than anybody else.
