No, of course it doesn't say you have a right to drive, of course they didn't have laws like this at all when the Constitution was written, anybody was legally allowed to drive their horse and buggy down the road.
The Constitution does not say you do not have the right to drive, but I'm pretty sure it does say rights not specifically given or restricted are the responsibility of the states and of the people respectively. Meaning it is the state that gets to make those rules, and if they don't then the people get to make those rules.
