To stream you'd need to set up Windows Media Services on the server.
Then you can stream multi-bitrate files and everything.

These services are part of Windows2000 server (and Windows 2003 server)
but I don't think they installed by default.  I think they can be
downloaded from www.microsoft.com/windowsmedia as well.
