My grandmother tells a memory of having to drive with no lights on a moonless night on the Florida coast because there were German U-Boats off-shore and light would have made a wonderful target. My grandfather was stationed in Florida at the time and had things come out different I probably wouldn't be here at all.
Diplomats can try to resolve issues but in many cases the issues are too deep and too complex for a diplomatic solution. Was there a diplomatic solution to the American Revolution? The Civil War?
