Actually, you're wrong on that count.

The Uniform Code of Military Justice (UCMJ) states that adultery is
illegal (article 134), and this is also "conduct unbecoming an officer
and a gentleman"(article 133).

Why should the army take action? He didn't marry any of these women.
He was a single man, as far as the report says, with multiple partners.

Happens all the time.
There's no law against being a player, even an electronic one.

And it isn't as if the women got nothing out of it:
"I can't tell you how much he wooed us with his words. 
He made us feel like goddesses, fairy princesses, Cinderellas. 
We had all found our Superman, our knight in shining armor"

His 'crime' is moral, not legal. 
These women have no case.
