In the article I posted it notes that the original contract was awarded in
1992, and extended in 1999. Clinton was President in 1999.

It also notes that the decisions for these contracts and the task orders are
handled by a civilian department, so it is not an 18 year old recruit from
small town Arkansas.

On top of that I take some offence to you implying there is anything wrong
with a kid from a small southern town. I don't want to make a point about
it. But remember, that same kid and a bunch more just like him just took
part in a war. They put their lives on the line to do what they were told
was the right thing to do. If it turns out it was or wasn't the right thing
to do; that in no way discredits those soldiers or any role they may have
played, including accounting.
