Psych tests ordered for traffic violators LAGOS, Nigeria
Lagos authorities have begun requiring psychiatric tests of traffic offenders blamed for the city's "insane" gridlock. Lagos' legendary traffic jams are aggravated by impatient drivers who brazenly jump curbs and drive on the wrong side of the street, Lagos Traffic Ministry spokesman Ogundeji Adesegun said.
