Sorry. more specifically, the US and the UK, and many other countries,
signed a treaty banning the development of OFFENSIVE bio/chem weapons, about
30 odd years ago.

Two major loopholes in this treaty mean that you are able to research these
for defensive purposes, and that there is no real way of enfrcing it....IE
no way of enforced inspections of facilities, like the ones enforced on
Iraq.

Hence the recent patent application by the US government for a rifle
launched grenade carrying a chem/bio payload, for example.

The other major loophole allows fr the development of 'non lethal' bio/chem
weapons for domestic usage.....ie the stuff the russians used in the Moscow
theatre seige....I'll let you decide how 'non lethal' that was.
