I can see it now... Someone does what you proposed, gets nabbed for identity theft, and six months from now, when everyone has gone and added their number(s), one of the telemarketing companies has the same thought, but opposite, and _deletes_ the registrations for every number from 001-001-0001 to 999-999-9999. It'll be interesting to see how this whole thing holds up.
