No, you have to have a streaming server of some sort to conduct a true "stream". Real Server, Flash Communication Server, Windows Media Services, Quicktime Streaming Server, and Darwin Streaming Server are a few to mention. The last two mentioned are Free, and are provided by Apple. Real Server and FCS are both expensive as shiat, but FCS is cool because it's not just streaming audio/video, it's a whole framework for building real-time, multi-user data applications. Windows Media Services is "Free" if you consider a windows server license free (ie. it's not free, and you're limited to one platform).
Starting playback before a file is completely downloaded from a directory on your web server isn't streaming - it's just buffering playback of a file you're downloading locally. Hope that helps.
