What in the world would cause IIS to serve up the index.cfm for the
WRONG site?

I have:

Default website
C:\InetPub\wwwroot

default page is index.xfm

Remote Access site
C:\Remote\wwwroot

defaut page is also index.cfm

If I rename this one, it gives a page cannot be found when I try to open
the other one.

Different IP addresses, different DNS.

Flash Player

Isn't installing correctly using the flash detection kit

Boo-hooooooo
