But sometimes it is the "BroadBand Remote Access Server" (on the border between the ATM and IP networks). For cable it is the "Head End".
So it is not a router that sets the limit. Rate limiting is done as close to the customer as possible because people can still run a DoS on everything between them and the rate limit machine.
