If you are talking about a DSL service it is usually the "Digital Subscriber
Line Access Multiplexer" (the box in the CO) that sets the rate limit. But 
sometimes it is the "BroadBand Remote Access Server" (on the border between 
the ATM and IP networks). For cable it is the "Head End".

So it is not a router that sets the limit. Rate limiting is done as close to
the customer as possible because people can still run a DoS on everything 
between them and the rate limit machine.
