No it doesn't. It says regarding the establishment of a state religion, or affecting free expression of religious belief. In other words, no laws saying you must be this one religion, or prohibiting you from practicing your religion. Simply having the words on a wall doesn't mean you MUST be that religion, and it certainly doesn't stop you from practicing your religion.
